I have a very large novel that I'm working on, and part of it based in the 50's. (two modern ten year olds go back to the 1958 and solve a problem) I wanted to mention Derry Maine, but what's proper route to do this legally?

Stephen doesn't typically allow other writers to use his fictional characters or locations in their work but if it is just a brief mention more as an aside than part of the plot itself, there might be an exception. Without knowing the full extent of your proposed usage, it isn't possible to give you a yes or no answer.
