I'm angry and scared. Wanted to mention this earlier, but had a bit of a meltdown and didn't want to start bawling again. We've been under a wind chill advisory/warning (-30 to -50 below zero with wind chill). The next door neighbor's dog lives outside...she has a shed and that's pretty much all that is legally required by law for shelter. I love her so much. I buy her treats and food and pet her through the fence. Can't sleep at night when it's brutal outside like this - all I do is worry about her and pray, pleading with God to protect her and keep her warm enough (and alive).

I contacted her owner again today. Told her I was very concerned because of the brutal weather. Was extremely polite and courteous (which took everything in me to muster) and asked her once again if she would reconsider selling Dacotah to me. She said no. I offered her $300 in cash (money I came up with for my mom's lot rent). She said no. The only reason she's saying no is because she knows how much I love that dog. She never interacts or cares for her dog, but just doesn't want me to have her. I even offered to help out with Dacotah in any way if she ever needs help, to do anything at all because I love her. Told her if she ever reconsiders, to let me know. I don't understand how someone can be so cruel, to refuse to let an animal have a home, love, shelter. To make her live outside and refuse a lot of money out of selfishness and spite.

Please pray for Dacotah. I'm bawling again, but there's NOTHING I can do for her, my heart is breaking.

Oh Morgan, that's awful. What a heartless, cruel neighbour you have. Does Dacotah have a thick coat of fur, that will help keep her warm?
So would a big old quilt in her shed too. I would still call it in to the authorities, -50 below is extreme weather and could be considered
as cruelty to an animal in some jurisdictions. Enough complaints and they have no choice but to do something about this owner. What
about a petition with documented proof of the cruelty? Or are there enough neighbours close by to sign it....
I will pray for her too, Morgan.

Damn that's cold! Is she letting Dacotah into the enclosed garage at least? Or is she outside all of the time? (that is insane in those temps!) I'm sorry that nothing better can be done for her, it's not fair... poor pup. :( I wish that animal services would have something to say/do about it.

Would her owner let you give Dacotah a weatherproof dog blanket to wear? (How big is she, I forget her breed?)

I'm angry today because of updates. Windows 10 updates have rendered every program on my computer useless. I'm doing a system restore, but there's no way to turn off updates on Windows 10, so as soon as my computer restarts after the restore, it's going to update again. So it looks like a return to Windows 7 may be in my near future.
Also, phone updates have rendered all of the apps on my phone pretty much useless. The only thing working on my phone is chrome. I don't know what it is but every single device I have is being stupid today, and its not putting me in the best mood.
Wish me luck resetting and restoring everything.

Have you tried resetting your computer to an earlier date? (control panel) This always seems to work for me.

This is very upsetting. Why do people like that even get pets? hopefully your neighbor will change her mind. saying prayers.

morgan -- that is animal abuse no matter what the "law" says. Is there a local pet group that can plead your case/ investigate?
Thought-- would it be possible for a friend, co worker, someone you trust- to offer to buy Dacotah- it not being connected to you. You could then have ownership.
Would she allow a heater pad, with extension cord to your outlet?

That stinks. Can you get into her shed and put some hay, blankets, etc. in there? It is heartbreaking. We baby our dogs. I can't imagine leaving them outside but especially in extreme weather. It would be good if she had another dog to snuggle up to. what kind of dog is she? Some dogs have that under layer of fur, so she may be able to withstand it better. Did she live there last winter? I'd contact the animal protection services and see what they suggest again. I'd drive them nuts with my complaints. Here's a link I found about what kind of shelter a dog needs to survive the bitter cold. Can you get someone to build it for her? I don't understand why people have animals and then toss them outside without love and companionship. They'd be better off not having the dog. Are there any radical groups around you who might consider "liberating" her from her pen?

I am angry at myself today. My mom needs positive energy after her accident, but I had nothing but fear, depression, and sadness today. I'm so scared she'll be out of commission for a long time. She doesn't have any benefits at her job (sick leave, vacation, etc.). If she is out of work for weeks, I don't know how the bills will be paid. I contribute every month, but don't know how much extra will be needed. I'm hoping her church will be able to help. Don't know why I feel so incredibly hopeless, maybe because I've barely slept in four days (I sure hope I'm putting on a braver face for her sake - I'm trying!).
Please don't be angry with yourself; a lot of worries have landed into your lap. I would sit down and talk personally with everyone in her life, her work, her utilities, her doctors and her church. Perhaps the church will help with the bills, her pastor/minister should be there to help. I would speak with the social worker in the hospital, they know all kinds of ins and outs and who to talk to about the after effects of illness and injury.
Most of all do what you can in a day, one day at a time, treasure your down time as you will need the rest to face tomorrow. ((((morgan and Mom))))

Sweety, Becky and I are going through this every time we have the really cold temps..mostly with cats. We no longer bother with the neighbours who are so awful and cruel. We just keep a space heater in the garage .....we have a cat door there. There is food and water for cold cats. Every year, we end up with another cat inside as well.
I do not understand why people get dogs and leave them outside tied up. It does not make sense to me. It should be against the law.
