I'm not so sure he felt the honor system was a success. His quote, (Paraphrasing) was," if everyone pays, the story rolls, don't steal from the blind newsboy." He never finished The Plant, so the story didn't keep rolling. Which I took it meant that the experiment wasn't successful enough to keep the story going.
