Did all the other kids that came to the party get trophies for showing up? 
What 's all this then? A party pooper tax? What's next, canceled playdate fines? Skipped soccer practice penalties? Levies for leaving leapfrog games because the streetlights came on?

You know, I get that you have to pay for the number of kids you book for, and if one doesn't show up, you could have brought someone else (and therefore gotten a present) instead.
But, maybe parents need to stop booking these expensive venues. Kids parties have gotten so out of hand.
I don't think accepting an invitation is a binding contract. So, as well as the money she is complaining about, she's now going to pay a lawyer.
Wonder how many parents will allow their kid to accept that invitation next year.
