I created a survey topic on Friday January second; I am unable to make a survey topic today, or last night. Is the "Survey says.." sub-forum temporally disabled, or is their a restriction on how many and how often a member can make a survey?

Well, seems to be working for me but I'm not sure if that's because I have administrative privileges. There aren't any restrictions on how many surveys a member can create so that's not an issue.
I voted "NO" in your test Ms. Mod to see if the "NO" vote worked, and also because it didn't note that people had (or didn't have) the ability to see how everyone voted... which might be in the setup portion of the survey and not the voting portion.
Yes, that's in the set up. I was just doing it quickly to see if it would post so didn't check off all the options.
