I don't think Eugene is lying Lepp, because in the beginning of these characters' appearance, Abraham talked about their regular sat-phone?/radio? communication with Washington... I'm sure somebody would've figured out if Eugene wasn't for real during those conversations with the powers that be....

I just got to the part in season 2 where

they found sophia in the barn. Why didn't Hershel say something? He knew who they had in the barn. He knew the group was looking for her every day. He wanted them to leave. If he would have told them after Carl got well that sophia was in the barn, they would've moved on instead of settling in.

Hershel didn't know what Sophia looked like... he didn't know it was her...
And again, for Eugene, as Abe said, they had been in regular contact with Washington up until a couple of weeks before they met Glenn and Tara... so unless Abraham was lying too, then Eugene is probably legit...

Yes, he didn't know what she looked like, BUT, he knew who was in the barn. He knew there was a little girl in the barn. When the group is looking for a little girl, he could've said, "Oh, by the way, we dragged in a little girl, take a look at her." Of course, he didn't want them to know there were any walkers on the property, so, maybe he was just hoping they would give up and go away.

Besides, it's all the more shocking when they know that Eugene has the cure, he proves it, and then walkers rip his throat out... that's just my thought. (I'm assuming that the Powers in Washington knew who he was, and would be able to ask, at the very least, all the complex credible scientific questions of him that would expose him as a fraud if he wasn't who they thought he was when they were talking to him all that time.)
