Why did Mike's father see the bird?
We know when Mike was a baby he was pecked by a random bird. This incident caused him to see It in the form of a huge bird later in life but why would his father have seen It as the bird many years prior?

...welcome!...I speculate that IT remembers past "scares" and files them away for future use if need be...

Remember, this was in the cycle of the appearance of IT..so Mr Hanlon saw what he saw as a fearful thing, for whatever reason it took that form for him.Why did it take the same form for Mikey as a child?Good question, because it was before his dad told him the story of the Black Spot..perhaps something in a family DNA, are they frightened by birds?Remember it seems to take forms of what scares one most,so do fears of one thing or another pass down from father to son? Who knows..but good stuff to mull over and enjoy,I noticed it as well during one of my umpteen reads of the novel..

That I can understand but it doesn't explain why Will Hanlon saw the bird prior to Mike being pecked as a baby.

It might have just been reveling in the irony using the same form on two generations of the same family, the bird incident on mike's end might have just been an advantageous coincidence allowing It to do so. i'm sure there was a thing or two besides the bird it could have used for mike. people are rarely only afraid of one thing.

Mike's father saw "a" bird, not necessarily the same one Mike saw. While it was also large, there were detail differences. His father saw it from a distance as it was terrorizing someone else. More than likely, he was seeming a manifestation of the monster born from someone else's mind. The fact is that many human beings are terrified of birds and are haunted with bad dreams of them. We know young Mike had a terror of them that was revisited by the monster because he was pecked at by a bird when very young. The older Hanlon, in my opinion, was simply seeing something manifested from some other person being tormented by the monster.
