Could IT have been in Bill's basement just prior to George's death

Yesh, I was referring to that if It would have been in the cellar, that could only happen if It breaks one of the waterpipes open to exit. And that would not go unnoticed, especially by Zack, who actually works at the Water Company of Derry. Even though It could teleport itself to limited distances, there is proof that It can not teleport thru solid materials, i. e. a brickwall. So the chances for It being down the cellar is pretty slim. When It decided to enter someone's house, then scored a kill as well (the case of Frederick Cowan).
Apart from breaking a pipe open, I have no idea how It could sneak out of it unnoticed. Even in the movie, when It attacked Belch and Henry, the pipe ruptured open, and Belch was pulled inside.

The scene when It was talking from the radio using the voice of Georgie is after the death of Henry and before the adult Losers enter the Barrens. Guess It wanted to mock Bill and send this as an appetizer to thrill him.

I'm not sure it can teleport, so much as it haunts Derry. It can manifest parts of itself all over town with effort. Thus when Mike sees the clown in two different places, too quickly for it to have gotten from point A to point B, during the 4th of July Parade, I suspect that was just another part of It manifesting as the clown. When things go "pop" and vanish, I think that is simply a manifestation ceasing to exist, not appearing somewhere else. Derry is so saturated with the monster that Derry is the monster. It isn't all-knowing, i.e. it doesn't automatically know what anyone says. It must pay attention, or have its attention drawn. If I were to guess, the real monster is down in its lair 99.9% of the time. It resides at the center of its web so to speak. It asserts its will and manifests other parts of itself to bring dinner home.

I also wondered, during my six readings of the novel and three listens to the audiobook, why Georgie paused when seeing the turtle on the one package. Why would that happen? Just a sixth sense of sorts?

In my opinion,SK is just reminding us,of the childhood terror of the "monster",under the bed/stairs/cupboard or cellar etc..
Then we are all told by our parents,that it's silly and monsters don't exist...
This in mind,doesn't prepare the reader for what's soon to come,and SK twists it with "YES Monsters DO exist!"

I have an opinion on this, but it isn't a comforting one. Gan (or the Lord) helps those that help themselves. The Other has been working slowly, quietly in the background for a long time to line things up so the right people will face it at the right time and "stand." I don't believe It was in the cellar, but I do think that being transfixed by that turtle has meaning. Think of all the variables which put Georgie in the right place at the right time to run into the monster. Had he left a minute earlier or a minute later he might not have encountered Pennywise at all. That means that odd, long moment of being transfixed by the turtle was instrumental to putting Georgie on a collision course with the clown. Without Georgie the Losers might not have had Big Bill. Without Big Bill to be their anchor and cement, it is unlikely the Losers would have formed and almost certain they would never have fought it as a group. So the question is whether or not Georgie encountering It was entirely coincidence or did something else (other than the monster) make sure of that encounter. All things serve the beam. Considering this isn't unlike considering whether or not the President knew about the attack coming against Pearl Harbor and purposely let it happen for a greater good. It is disquieting to say the least.

Good post - I had to break it up a bit to make it easier to read but it's interesting how you've analyzed it.
