I thought the same thing. Louis was capable of dealing with the returned Rachel if she became hostile. If he did rekill her he would have gotten rid of the body (although I could honestly see him trying to bring her back one last time just to see if third time was the charm) and since there were miles of woods likely they'd have never found her. The body of Gage was still in Jud's house when it burnt down, which would have led to Louis being put away.


The only argument that he died was the one spinet of dream that Ellie had before Rachel left. Louis was dead at the kitchen table.
