Is there a tie in here, maybe an early version of the institute? I haven't finished the short story yet so there may be some things I haven't come across yet. I know Dinky is a breaker but did he get his start at the Institute?

I can see where you're coming from with that but think it's probably coincidental more than intentional.

I can understand coincidental in that Stephen didn't base the Institute on the short story however it's not a stretch to connect and early, kinder, gentler version of the Institute to Dinky. Recruited instead of kidnapped, used for his ability to kill dignitaries, separated from family and friends. Again, I haven't finished it yet so I may just be spouting nonsense.

I'm thinking you may not have read The Dark Tower series? Dinky Earnshaw is a character there and tapping his abilities is definitely more sinister than a kinder, gentler version. :)
