It is an interesting thought, but I would guess no. The "tweener" concept, i.e. that there other versions of the same person on different levels of the Tower is well-established. However, these various other incarnations always seem to be very reflective of one another. There are small differences, but the core essence of said person appears to be the same. The two Jakes (no relation to the film of the same name) are very different people both in intellectual and emotional approach. Moreover, the Jake of New York (and eventually of Midworld) had the "touch" which Epping most certainly does not.
Jake Chambers is a highly emotional entity with a high degree of empathy. Jake Epping is the opposite. He is detached, almost clinical. That isn't to say he isn't a nice guy (he is nice and highly ethical), but it takes a special kind of person to do what he does in the manner that he goes about it. Roland's Jake is much more direct.
