I was wondering if any text from "The Cannibals" made its way into "Under the Dome." I know that perhaps some themes made it in, but was any of the actual text included, or is "Under the Dome" completely written from scratch?

Yes and no. ;-D The first version Steve wrote had the part about the woodchuck but that manuscript has since been lost so he rewrote that passage from memory. The version you can download at this link is the second draft of The Cannibals which was different from the first one and none of that was used for Under the Dome.

I love the fact (which I said before when this was first released) that this version shows all the blems and cross-outs, etc. It's cool to be able to see how Steve's mind works on stories!
