“DA again,” Pete says.“You bring Diana the Dope a steak, she says cook it for me, and if it isn’t medium-rare, I’ll send it back.”
“But you’ve got him.”

1. "it's angel...down we go." is argot in arresting action?

2. Why is the topic shifted to steak cooking? Is there metaphor in it?

3. What do "in County" and "in State " mean? YA is charged or jailed?

Not sure if correct- but the pawnshop owner was named Young Aaron Jefferson- when he played football, they called him YA like YA TittLe.(a famous football player) But changed it to a funny by saying YA TittIes.

I believe the first is Mr. King using cop slang: "angel, angel, down we go" refers to arresting YA.

The second is a metaphor about arresting someone and refers to the DA (Diana). Pete is saying that if they send her a perpetrator ("bring Diana the Dope a steak) she wants there to be no ambiguity about whether the perp did the crime ("she says, cook it for me"). If she's not satisfied that the case is air tight ("and if it isn't medium-rare"), she won't prosecute ( "I'll send it back.")
