No, I think he viewed it as an opportunity, on par with his usual mischief. Or he was fulfilling his duties as an avatar of Nyarlathotep.
RF is really just a little fellow in a great big multiverse. Or maybe he did mess with them. Is "multiverse" proprietary?

My interpretation is that the opportunity to exploit the mischief of others is more likely to bring Flagg on the run (well . . . he would walk) rather than Flagg appearing for the sole purpose of creating his own.

There are many things little things like the door, the keys being left in the ignition switch and other small fortunate and unfortunate events scattered throughout the novel. Of course there is the whole thing with Trashy and the Deus ex machina plot device. That part of the novel never ceases to piss off people and/or cause endless debate/criticism.

In the introduction to the 1990 version Mr. King describes "The Stand" as being a "long tale of dark Christianity". I think that's important because basically I chalk all the lucky and unlucky events as being part of God's Plan. There is that old hymn called "God Moves in a Mysterious Way" by William Cowper. Since it was written in 1773 the first line has become an adage used to justify unfortunate or inexplicable events. God does not explain his actions to us.

Since Captain Trips can be interpreted as another form of the Great Flood (explaining why the virus seems to ignore all the rules of this physical universe) than everything that takes place in the novel can be chalked up to God's Will. Nothing else need be explained.

However if one isn't into that explanation then have at it. Oh and by the way I am not a bible-thumper so I have no agenda. This is just my take on the book.
