Fantastic Fiction lists this book amongst his novels from 1964 but has no info about it. It sounds like science fiction to me ( I know that Dean Koontz began by writing Sf)

It's not actually novel-length and it's unlikely it will be published for general circulation. It's only 17 pages long and was self-published in June 1964, selling for 20 cents.

No, and not likely to ever be as it's not one Steve wants to have published again.
Shame that, looks a nice piece of early sf
There are quite a few things that he wrote in his younger days that he does not want to have published because he feels his writing was not up to par and that is one of them.
It's why Terry Pratchett had his computer's hard drive crushed by a steamroller.
