Where to begin with Dolores Umbridge? From her initial appearance in Harry Potter: The Order of the Phoenix, Professor Umbridge and her perfectly pink appearance rubbed fans of the J.K. Rowlings’ series the wrong way. Her popularity continued to plummet as the series progressed, and more of the pure evil that ran through Umbridge’s veins was revealed.

In Harry Potter and the Deathly Hallows, Professor Umbridge manages to take over as headmaster of Hogwarts and in the process punish Harry Potter, his friends, and any student who attempts to defy her and the Ministry for which she works.

Though her saccharine appearance would make one think that she is as kind and gentle as a grandma, she is in fact almost as evil as Voldemort himself. Or, as legendary writer Stephen King wrote, “the gently smiling Dolores Umbridge, with her girlish voice, toadlike face, and clutching, stubby fingers, is the greatest make-believe villain to come along since Hannibal Lecter”.

When my youngest was applying to highschools, we went to a meets and greet at the school across the street and the principal looked and dressed just like Umbridge. I kept expecting her to go "hemhemhem" when people were talking.

~~~
I don't know she's the MOST despicable, but the one that came to my mind was the mother (not grandmother) in Flowers in the Attic.
She got away with way too much. Her death should have come much sooner. Definitely despicable.
Bill Sikes from Oliver Twist - dude's just an all-round douche.
Saruman from The Lord of the Rings - I know I know, you expected me to say Sauron, right? I'd give the edge to Saruman the betrayer.
Cthulhu from everything HP Lovecraft - as far as devourer of worlds go, you don't get much meaner than this.
Mr Hyde from Strange Case of Dr Jekyll and Mr Hyde - the human Id: few things are more terrifying.
Hannibal Lecter from the Thomas Harris novels - if you want to see a great depiction of this character without reading the books (and shame on you if you don't read them), watch Mads Mikklelson excellent portrayal on the TV show. His Hannibal is Lucifer incarnate, playing cruel tricks on people and dispassionately observing the results.
Count Dracula - Bram Stoker's Dracula. Forget Hollywood's depiction of the bullsh*t Gothic romance. This creature is sick, twisted, evil incarnate.
Can we include comic-book villains? I'll say the Joker and Doctor Doom, followed by Norman Osborn.
Randall Flagg - by some little-known writer, can't remember his name right now...
Humbert Humbert--Lolita. Nothing like a pedophile who marries a woman to get to her 12 year old daughter, then later gloats when the child gets pregnant because he will possibly have easy access to a third generation of females. Then he tries to justify it (or at least 'he' did, through the brilliant Nabokov), and does so so well that many people believe that he's the victim. There is no worse villain in literature.
Umbridge is my next choice. She's just evil.
The parent in A Child Called It. I just skimmed that book and knew I could never read the whole thing, or the sequels.
Blue Duck in Lonesome Dove is a b****rd.
Mister in The Color Purple (though he redeems himself by the end of the book).
Immortal Joe in Mad Max Fury Road
Of Mr. King's villains, I'd have to go with Norman Daniels as the worst. Rhea is up there, too, but Norman is a vicious, unredeemable son of a bitch.
She has no redeeming qualities whatsoever.
From the Tommyknockers
Patricia McCardle A complete jerk.
Anne Anderson the older sister of Bobbi Anderson. I would call her horrible human being but that's being too kind . This vile domineering monster deserved a far worse fate then the one she got in the book .
One of the most genuinely disturbing creations in fiction, our Humbert. Forget about horror - this is how you really terrify people.
I haven't read the book. He did? I will have to put it on my list.
Norman, hell yes. Believable, and they walk amongst us.
