Soft reboot as in it doesn't directly contradict or overwrite most of the previous movies, they could well have taken place in some way shape or form. It's not really the same universe, or a new one, it's sorta inbetween.

I was reading an interview with George Miller, and I think he said it took place after Beyond Thunderdome, and then described it as a James Bond sorta thing, with loose continuity. So maybe it's an interquel.
