"Even after daycare staff told the 9-month-old while using their “firm voices” that “it’s not OK to hurt her friends,” they claim Samantha didn’t listen and continued to play aggressively."

Having done in-home day care for many years....I could usually tell when aggressive behaviour was encouraged at home. And it was not allowed in my home. If parents continued playing so roughly with their child, and the child continued coming to me and hurting other kids, I quit. I was willing to work with parents, but, laughing encouragingly while junior throws things or slaps your face....find a new daycare. And it is usually obvious at pick-up and drop-off times.

It is different than "a stage all babies go through".

NN, my daughter was walking at nine months. Unusual, I know, but it happens. She was a sweet baby though, never went through that "normal" aggressive stage. She knew how to listen if you told her to be gentle and actually took the time to show her what you meant, and praised her when she got it right. It just took time and effort on my part to teach her.
