That little guy was a sidekick on a live action kids show that had the characters dressed like the 'masked wrestlers' one would often see in Mexico. Their version of the WWF. I don't watch WWF, but I grew up in East Los Angeles, so the masked wrestling was silly fun when I much, much younger.
P.S. Next road trip you could sneak a 'books on tape' books version of Mr. King's into the CD player.
