I'd have to ask why. It's one thing for a cop to say "Get yourself home, you don't want to be on the streets right now" and then give a reason why (whether prompted or not). It's another when they just say that much and nothing more, then expect everyone to leg it indoors.
Obviously there's a need to stay safe and leave the cops to it, hence the brevity of the exchange, but there's also the potential for an abuse of power, up to imposing what amounts to a curfew or even martial law.
Either way, if there's a hostage situation going on somewhere, the cops should really only prevent you from entering the area. If there's a random wandering nutjob around, why didn't they send cars around telling people to stay in their houses and lock doors and windows? What's more, in that situation should a cop really leave you to walk back home alone?
And of course you're doing nothing wrong just by enquiring about the nature of the threat seeing as you're there and exposed already. Providing a basic level of information also prevents 'Chinese Whispers' starting up and potentially causing a panic over nothing.

Here, the police will often err on the side of caution. And no, they do not need to tell details of an ongoing investigation. They need people off the street and out of the way so they can do their job.

There are at least three reasons to not give details.

1. Why risk tipping off the criminals? (Whether the criminal they are actually pursueing or another).

2. They often don't have enough facts...it's an investigation...and they do not want to give out inaccurate information.

3. If they waste their time answering...people will ask more questions...and every answer will lead to someone asking even more questions. And not just reporters.

Let them do their job, and there is time for answers later.
