Thinking along the same lines, maybe enclose area with a sign. The existing asylum or the state should be responsible.

Anybody remember the scene in The Blind Side when Miss Sue tells Big Mike about all the bodies under the football field at Tennesee to scare him into picking Ole Miss?
Kinda ironic that all those bodies were buried at Mississippi after all, isin't it?
