Water law?

I have a Facebook friend that's been complaining about problems with a neighbor for a long time. He damages her property and has abused her animals. Today, he killed her cat and left it for her to find. She insists that the local law enforcement won't do anything about it because they share a water source, so he's got the right to come on her property. As she puts it, "Water law supersedes all others" in her area.
Is it just me or is that bogus? She's got some legal recourse, doesn't she? Anybody know anything about this water law superseding all others nonsense? This jerk can't just walk on trespassing, property damages, animal cruelty and now killing animals just because of a water source, can he?
How does she know "he killed her cat"? and then left it for her to find? Did she see him kill it? Did he pin a note to it saying "I killed your cat"? Sorry but it sounds like a story that you often see on Facebook with people going off 'half-cocked' over misinformation. (I am not playing Devil's advocate, it just all sounds so unbelievable to me - sorry!)

No problem. Apparently, this has been going on for years, with him killing... whatever. Wild birds, stray animals, anything he lays eyes on and leaving them to rot where they fall.
Graphic pictures of the animals (which I did not share here) show gunshot wounds. Somebody shot 'em, and he's the only one around with a history of such behavior. It may not be proof in and of itself, but it falls into a pretty solid pattern.

As fer the things I said before...my cats are part my family, as pets are for most people. My attitude is, you mess with me, fine, it's between us. You mess with my family, yours becomes fair game.

Sorry, can't edit the post anymore otherwise I would, but to add, if I were this guy's neighbour, it wouldn't have gone on for as long or got as far as dead pets. I'd have read him his horoscope long before.
We've had problem neighbours before (though never anything on this kind of scale) and words have been had. It's sad how many people no longer respond to smiley, friendly requests or polite mentions, or seem to want to become friends over time. It's as if they see such things as signs of weakness, when really the least you're trying to do is find a way to bump along with as little friction between you as possible.
It's my nature and nurture to avoid fighting/confrontation if I can. However, experience has taught me that sometimes conflict is inevitable, and if someone shoves you, you'd better shove them back. Hard.

AGREED, currency of the realm is much PREFERRED! :)

Honestly, at this point, I think she's given up. I tell her to call all these different people but she just says something like "They won't do anything anyway."
Well, if she's not willing to fight, why should anybody fight for her?
Maybe she feels helpless, or fears worse retaliation if she does.
