It isn't topless. I assume you're speaking of 4th Ave and south area. It actually isn't designated as such. But the vast majority of the beach-goers there are tourists from places where beaches are nude, so no one tells them no. And it's full nude, not just topless. At least that's what I've heard...Mmmm hmmmm....I'm sure that has nothing to do with the females topless okay part.It was a shocker for me when I first had the occasion to go there as I'd never experienced that (seeing it--not doing it!) before and wasn't aware it was a topless beach.
