Privacy fences make for "good" neighbors. Let the guy put one up --inside his property line. He could even paint a nice landscape for the dogs and bird to look at instead of the running/ playing children.

Maybe? "The second is that while it is impossible to make a competent writer out of a bad writer, and while it is equally impossible to make a great writer out of a good one, it is possible, with lots of hard work, dedication, and timely help, to make a good writer out of merely competent one." p 142 in my usa paperback...a few pages into the second half of the book...actually on the second page of that section.
