Jerusalem's Lot Screenplay

How does one go about acquiring the rights to adapt a short story into a screenplay? I am aware of the "dollar babies" films, but I'm not interested in filming an adaptation, merely writing a screenplay. Jerusalem's Lot from Night Shift in particular. Please advise.
It doesn't work that way. Stephen only sells the film rights and it's then up to the production company to hire their screenwriter.

A'yuh, that the way they do it. But I can totally dig how Benjamin feels about Jerusalem's Lot. I can envision one killer-dilled movie they could make out of that particular story, and given the chance, I'd love to write the screenplay. Hell, I'd wanna direct it, too.

Heck, while I'm wishing, might as well throw in a big million dollar paycheck and a date with Drew Barrymore.
