I put a collar on one of my cats years ago that had a bell on it. It wasn't pretty.....Ooops - and I post some of them, too!
I have never actually dressed up any of my pets. I do have an older, calm cat and I put a jingle bell collar on him once at Christmas. He took it well.
My male cat has two bells on his collar--he's that good a hunter. It hasn't actually slowed him down much.
I would skip the nail polish.

My two have never gone outside. I find if they are never allowed to go out right from kittenhood then they don't miss it.
As long as a cat is fixed my experience has been that they'll pretty much get used to staying indoors no matter how old it is when you start, but that some cats will still want to go out if given the opportunity. So, I'm very careful about how long a door stays open.
