anyone know where on his site i can find a list of festivals you are allowed to submit dollar babies too? I can't seem to find it. Any feedback about this is appreciated.

We don't have a list of film festivals. The thing to remember is that the film must be a non-profit venture so if the festival pays a prize to the filmmaker, you cannot make more than the production costs of the film, otherwise you would be making a profit which would violate the terms of the contract. Beyond that, you can enter the festival of your choosing.
