She may have notes on her phone that she uses to help her with the report--like notecards that prompt her next thought?
Do the other reporters use paper to report?
I can't imagine any news director allowing a reporter to check her phone for anything other than reporting (when on camera).

I've seen our local reporters in the field glancing at their phones instead of paper copy to read/remind them of the news story...not in the studio though...they use tablets then.
Something that's been driving me crazy lately...the young reporter on our local station who keeps looking at her phone during newscasts. She has her mic in one hand and phone in the other and the whole time she's reporting, her eyes keep wandering to the phone. So unprofessional! Put it away!

It's because they want you to leave, after you spend money, asap to make room for the next customer.What annoys me is that it can be nice outside enough to wear a T-shirt and feel comfortable and then you go into a supermarket or a Library and they've got the air-conditioning on so you feel frozen after ten minutes. Why? I don't understand. They keep on banging on about climate change. Same in some clubs. It can be really hot outside and you want a cold beer and then you go in and sit down and in ten minutes you start shivering.

They try to sometimes. That's why our mods are so great. We don't get to see too much of them. Couple of Warnings. Then.. Zapp! Gone!
