The book refers to the dead sheep incident, which was a nerve gas release at the Dugway Proving Grounds in Utah in 1968, which was just perfect time in that awful year to help inflame the antiwar movement and general distrust of government generally and the military specifically. That was chemical weaponry, not biological as featured in The Stand.

Nixon ordered offensive biological warfare development stopped in 1969 and all existing stores of weapons bio weapons destroyed. To answer the main question, yes, up into the early '70s, there were sites with weaponized biological agents. But as of 1969, bio warfare research was limited to defense only. Of course, that could conceivably include "defensive" development of strains to research defenses against them.

If any other country has facilities like that--and we know they do--you can bet the US Govt has such facilities. I'd put money on a pretty big one in Nevada. A military friend had a job where the workers were flown in and out, no idea exactly where they were going (fairly sure it was NV, though), not allowed to talk about any of it. Gov't owns a huge proportion of land in that state, it's remote and sparsely populated, heavy security... excellent prospect that research facilities of various sorts exist there.

If you don't thing there are labs where the Government, not just ours, cooks up germs and plays out computer scenarios with these germs? Oh yeah, they've got 'em.

I drive by this place every day (right around the corner from the hospital I work at!)

Yes, I guess probably we do have bio weapon factories somewhere or at least storages of them. If not, recipes of how to make etc. Reminds me of a news article I read several years ago. Several people found dead in the desert, all with the plague. Seems they had been trying to figure how to contain and transport it to the West. Lovely.

It may be agreed upon that such places stop trying to make bio weapons, but I would go out on a limb and say that yes, many Countries will have such places. Just look at small pox - it was on the verge of complete erradictaion, mankind had nearly completely destroyed a deadly virus with the potential to spread like wild fire, instead the remaining 2 viles were kept safe "just incase it comes back, we have a starting point for a vaccine" - literal translation: "we have small pox, we're not afraid to unleash it before you guys do"

Sorry to sound like such a conspiricy nut - I'm really not, I don't even wear a tin foil hat, but do you really think America trusts Syria or Iran enough to not have their own back up plan?

I think at our lab here they have ramped up the security ever since this episode which happened a few years back:

I think that was Groom Lake, A.K.A. Area 51. For employees who don't like to fly (out of the Lost Wages airport, on the unmarked planes), there are buses.
The last I heard was that only Russia and the U.S. have official programs, but I'm sure the bad guys are trying to bribe some underpaid Russian security guard, as was rumored to have happened with weapons grade nuclear material and missile parts.
Another reason why I think it was a huge lost opportunity when we didn't establish a better rapport with Russia after the end of the cold war. This led to the rise of nationalism and Putin, who thinks he's Hitler's long lost grandson, or something.
