Can someone please explain to me how there is water in the basement (again! :( ) and it didn't even rain??!
There could be a number of reasons. Blockage should always be looked at first.

My mother had this type of problem, even when it’s not raining, but usually after the rain... sometimes days afterward. She was told it was because of the hydrostatic pressure on the basement walls. When water pressure increases around the walls, water leaks into the basement. She couldn’t beat it and had to put in French drains to channel the water, via a sump pump, to a distance that wouldn’t cause water pressure on the walls.

Another thing to check is how the soil is slanting against your foundation. I used to get water down there a lot and then Andy ordered a huge dump truck full of soil.

If the ground is slanting away from the foundation it makes a big difference. (Mine used to allow the water to run towards the cement, not away from it).

I'm in the mindset now that if the whole place sinks or crumbles to the ground, I'll have no choice but to move (out of state, preferably!)!! :)
I didn't mean any disrespect to people who have lost their homes! I am grateful to even have a roof over my head at this point - even though it is not mine, I am lucky to have somewhere to stay. I'm just very tired. Only slept for a couple hours last night and not consecutively. I've had to clean up water in the basement dozens of times in the past year. Either the constant moisture or all the bacteria and germs (or lack of sleep) is causing a heaviness in my lungs as well. I've had two very serious cases of pneumonia and my lungs are weak from that and having asthma my whole life too. TMI - sorry. :(

If nothing else you probably have mold, not just mildew.
I don't know if I just missed it or you never said, but does it smell anything sewage?
And even if it doesn't, it could be coming from a busted drainage pipe, and all the way near the road, like a storm drain pipe, or sewage pipe if it smells.
Do you know if any neighbors that might be having a similar nasty experience?,,,and that might not necessarily mean anything if they aren't, depends how where you live is situated, higher/lower ground, proximity to, a busted drain pipe....
You need fans to blow dry that out, and to blow it out away from you, that mold business is some bad business.

morgan do you notice any black lines,growth on walls, floor, even ceiling/ or a bluish green fussy growth? Does it smell in the basement- not sewage, but like a yucky wet smell?

Pat is correct, mold can be vey dangerous to you lungs.

There are kits you can buy to test,with an additional fee to send to a lab, or your plumber might be able to test for you.
Please ck this out especially with your lung conditions- it is serious.
