Why do they want to?
Here's the official reason:

"Seeking more equitable representation for the people of the California / Oregon mountain border region and surrounding areas of influence."

It's true-- these counties really don't have any voice in state government. The area is sparsely populated and all government policy is determined by the big population centers of the two states. California will never, ever let them go because of the natural resources found there, especially water. Their water is needed for agriculture in the Central Valley and for southern California in general. Water is a real big deal here.
