Probably has to do with the fact women can actually control themselves when they see a bare chested man, but us guys will wreck vehicles, hit pedestrians, or just leave the vehicle in the middle of the intersection if confronted with a topless lady. No matter if the guy is 65 years old, 25 years old, 15 years old...same reaction. All coherent thought processes get put on hold for a crucial few minutes while you attempt, in vain, to consider anything other than "boobs at 12 o'clock"
