Yes, rights can be bought back. Stephen had to do that when he wanted to remake The Shining as the miniseries. Warner Bros. now owns the rights for that title as well as Doctor Sleep and any other directly related works previously written.

Directly related to The Shining? Which others are directly related - apart from The Dark Tower?

I saw it was in the Cemetery Dance Deluxe Edition. Are there plans to restore it in foreign future translations of the book, or will it remain an exclusive?
There was a Doubleday Illustrated trade edition published some time after Cemetery Dance did their limited edition of 'Salem's Lot that included deleted 'scenes' and the short stories 'One For The Road' and 'Jerusalem's Lot' that were part of the Lot's universe. Maybe eventually a trade edition will show up like this for The Shining?

The only special edition published in Dutch that I'm aware of was for Salem's Lot - it included all the deleted paragraphs at the end of the book, and the two stories as well if I remember correctly. There might have been one for It, but I've never actually seen it, so don't know for sure - maybe it was only announced.

It's too bad the Cemetery Dance Deluxe Editions are sold out so fast and don't get republished. The only one avialable at the moment is Night Shift, which I assume is less popular than the others somehow.

No plans at the moment that I'm aware of but no restrictions against it that I'm aware of either.

Turns out it was already translated here! There just was a The Shining hardcover special edition released here that includes it.

It's called 'Voorspel' here, which means 'foreplay', which of course carries a strong sexual implication, in our language too. I don't know why they called it that;I doubt the content is very sexual somehow, but don't know it yet of course...

But 75 euro for about 47 pages and a (I presume) new foreword is a bit much. It doesn't have other special features.
