If you've done a short film based on one of Stephen's stories, you cannot do anything with it unless you have a contract. To apply for a dollar baby film contract, fill out the application here keeping in mind that only the stories on the list (on that same page) are available to do as a dollar baby. The contract lists the conditions for permission to do an adaptation, including distribution of your film. The FAQ (scroll down to the bottom of the page) may answer other questions about the process.
