He is a White-Eyed Conure, and the Conures are bad for plucking their own feathers. He looks a little better now, but I think he did permanent damage to most of his feather follicles.
Some companion birds get depressed and do this feather plucking (don't try to say that fast:devil:) behavior, and this may have been what happened to Bonzai before I got him. I am the fifth owner/guardian, probably because Conures are very loud for such a little bird.
It took me 6 weeks of encouragement before I could touch him, and I am still the only person who can do so. Even my former boss, who has three rescued birds, in addition to her Citron Cockatoo, can still not touch him.
