What if Pennywise is actually a fish more specifically the Stoplight Loosejaw (both have "lights" and large jaw that extends back). Turtles eat fish so he's naturally afraid of turtles. Resides in the sewer (water and the darkest place). Spotlight Loosejaws live in the deepest and darkest part of the ocean.
Well that was an interesting speculation :) A bit off-the-wall maybe but interesting anyways lol. Welcome to the SKMB :)
