I love that the article says they are declining to name the country the "touron" is from. (That's a combo of tourist/moron for those of you who don't have to interact with these folks on a regular basis.) I am willing to bet a lot they are from the U.S. of A.
After I started this thread I had to go to the eye doctor; in the parking lot we are driving through is a worker bee (scrubs) strolling across the lot reading her phone, SO gunned the motor, she moved PDQ!

I have wanted to honk at people reading their phones while crossing at a crosswalk - trusting souls, aren't they? What if some numbskull did not see the overhead flashing lights and just ran them over? (this was at a dual lane road - i.e. two lanes going each way so technically four lanes)

)I have heard of people driving with a GPS who end up in a swamp or lost in the wilderness! (I was kidding about his particular tourist, though)
Went to an imaging center for my mammeogram yesterday; man was called by nurse to come with her; he got up from his chair with his phone to his nose and proceeded to amble across to where she stood with his phone to his nose; did not have the common respect of her time!!!!!Ha Ha - you are bad!

I've seen pedestrians on phones wander out into traffic and almost get hit. What the hell is it that happens to the brain when people are on the phone that they totally lose track of where they are?
