This song came out in 1977. The Stand was published in 1978. I think it's possible King used the lead singer as inspiration for Larry Underwood. He looks just as King describes in the novel, minus glasses, even that "brown sound". He probably began The Stand before this song came out but the band was around wasn't it? I don't know, just a personal opinion. Maybe with the spirit of New York and Springsteen to fit the full picture.

Interesting tidbit about this song (I copied this from the wikipedia page)

There are rumors that "Sundown" was inspired by Lightfoot's then girlfriend, Cathy Smith, later more infamously known for her involvement in the 1982 drug-related death of actor John Belushi. Lightfoot has commented in interviews that Smith was "the one woman in my life who most hurt me".
