I think it is supposed to be the cartoon character for the Pixar movie "up"-- showing that the cubscout really does exist??
The character brought back warm memories. One of my students a few years ago was a Chinese-American boy named Jeffrey, who looked exactly like Russell, had a similar sweetness to him, and was also a Cub Scout.
