It is, to the best of my knowledge.

He doesn't typically do that as his lawyers don't want him reading manuscripts that haven't already been accepted for publication to avoid or at least minimize the chances of being sued down the road for plagiarism. That's not to say that under very special circumstances, he hasn't given an aspiring writer some encouragement.
Ah, so it would be to prevent Steve getting sued by an unpublished author who might claim that he stole thier ideas, got you.
Was there not something about Under the Dome, did an author not try to sue Steve over that?
