Spoilered for those who missed the epi last night:
so there are three army people there, but since the Governor killed off the one who can actually drive a tank, how does he manage to get that thing outside the prison gate as we see in the scenes for next week's mid-season finale? Rick recognized the Governor in season three as the drunk guy who drove his car through Rick's fence into his front yard. He told Andrea he wasn't proud of his car, his job, or by implication, his old life. He strikes me as a person bound by addictive behaviours. Some addicts/alcoholics, can revel in sadistic behavior, then show remorse when sober. Some break the cycle of addiction while others, like a dog returning to its vomit, keep repeating the same destructive series of actions over and over again no matter how much they sometimes might want to quit. To use another biblical metaphor, there was a possessed man, and the demon was driven out. Rather than fill his life with god and new beginnings, he went on about his usual way. The demon later returned from the dry places to which it had been cast to find 'the house' swept, clean and garnished. He went and got seven of his fellows and came back in, and the state of the man was worse off than ever before.

Apparently there's a time-out function on editing here too... Kirk Acevedo is in this episode (as Mitch), not too spoilery I don't think... anyway, he used to be on Fringe... knew I recognized him from somewhere... btw
I keep waiting for the Governor to reveal the supplies from the group that was massacred, thus indicating that he was the one who did it. I know he tried to run away with his new family and was blocked by the mud-bound biters, but he may have planned to live with them off of that cache on his/their own. He just didn't want to be a leader any more, of that large of a group anyway, until at that moment in the road when he felt he was forced back into it.
